Ethiopia: ‘A Two-Week Ordeal Involving Torture Of Humanitarian Staff
‘A two-week ordeal involving torture’: Ethiopian security forces allegedly detained and tortured humanitarian staff with little public pushback from the UN.
That’s one of many details found in an evaluation report published this month on the “failed” collective aid response in Tigray and northern Ethiopia – a scathing review that’s particularly critical of what’s labelled as a “dysfunctional” and “unaccountable” UN leadership team in the country. “The response made few, if any, collective statements against the blockade imposed against Tigray, the harassment, arbitrary arrests and detentions or torture of UN and non-UN humanitarian staff, or the practice of starvation as a weapon of war,” the report states. UN internal records showed physical violence, threats, intimidation, harassment, detentions, arrests, and confiscation of aid equipment. Informants also told the report’s authors of strip searches, the detention of family members, and multiple torture cases, including “a two-week ordeal involving torture that a humanitarian staff underwent”.
Meanwhile, in Gaza: When UN staff in Gaza alleged they were abused in detention by Israeli authorities in April, the response was more public. The UN agency for Palestinian refugees, UNRWA, issued a report shortly after and spoke of it in the press. The abuse claims included: “severe physical beatings and treatment akin to waterboarding… beatings by doctors when referred for medical assistance; exposure to and being attacked by dogs; threats of rape and electrocution; threats of violence with guns pointed at them; verbal and psychological abuse; threats of murder, injury or harm to family members; humiliating and degrading treatment; being forced to strip naked and being photographed while they are undressed; and being forced to hold stress positions.”
Fail: The Ethiopia report’s lead evaluator, Ed Schenkenberg, said he was told the word “failure” was used too many times. His opinion piece, published here last week, calls for accountability, and warns that the problems resonate beyond Ethiopia. In Sudan, for example, he says “UN agencies lack a clear strategy, and are ineffective in negotiating unimpeded access. Growing the public understanding of why the UN fails in civil wars is instrumental to fostering much-needed reforms on how it operates.” For the record, the words “fail”, “failed”, or “failure” appear 14 times in the 123-report.

☆ On 7 November, the UN and its partners issued a plan that outlines the minimum necessary to scale up humanitarian operations in support of 2.2 million people in the Gaza Strip and 500,000 of the most vulnerable in the West Bank. An estimated US$1.2 billion is required to deliver existing humanitarian services amid ongoing hostilities. The UN has shared its response plan with potential donors and partners as part of an updated Flash Appeal.
☆ It is estimated that the so-called Palestinian territories (the Gaza Strip and West Bank) received $46.4 billion in development aid between 1993 and 2020, about half of it from Europe . In addition to supporting the budgetary expenditures of the Palestinian Authority (salaries of civil servants, health costs, socio-economic aid), this funding covers a range of programs, from the construction of infrastructure and public buildings to humanitarian assistance, as well as institutional reform, women and youth empowerment, and support for the private sector.

Interesting how Guterres invokes 99 in this conflict, but not in so many others, that are more bloodier than this one – like the #TigrayGenocide, in Ethiopia.
Guterres didn’t want to push the Council to do more about the genocidal war in Ethiopia, which he could have highlighted under Article 99. Why? The following segment gives us the answer.
Some sane UN officials and member states may raise questions as to why the Secretary-General has not made use of Article 99 in other crisis situations during his tenure. Guterres has often been a cautious diplomat. He has faced criticism for not pushing the Council to do more about some previous crises, such as the war in Ethiopia, which he could have highlighted under Article 99. Now that he has reached for this little-used tool once, he will likely face calls to wield it again in on-going or future conflicts.

💭 Secretary-General Appoints Ramiz Alakbarov of Azerbaijan United Nations Resident Coordinator in Ethiopia
United Nations Secretary-General Antonio Guterres has appointed Ramiz Alakbarov of Azerbaijan as the UN Resident Coordinator in Ethiopia, with the host Government’s approval. He will also serve as the UN Humanitarian Coordinator in the country.
According to the press service of the organization, he will also serve as the UN coordinator for humanitarian issues in the country.
Ramiz Alakbarov has 28 years of experience in leadership, strategic planning and program development and management, and humanitarian response.
Prior to his current appointment, Ramiz Alakbarov served as Deputy Special Representative for Afghanistan at the United Nations Assistance Mission in Afghanistan (UNAMA).
From 1992 to 1995, he was an associate professor at the Azerbaijan Medical University and a practicing physician.
Many representatives of international institutions and governments are sent to Ethiopia after first being sent to Afghanistan. Let’s remember Claude Gibidar, a worker of the United Nations World Food Program who was recently removed from office; It was after he was sent to Afghanistan in the beginning that he was made to take over the leadership in Ethiopia.

💭 Russian troops “greeted” the UN Secretary General with rocket attacks on Kyiv
On April 28, UN Secretary General Antonio Guterres visited the Ukrainian capital. On the same day, Russian troops again fired on residential areas of the capital. The Ukrainian Witness project has published a video in which firefighters and the State Emergency Service rescue a residential area of the capital from fire. The National Police of Ukraine also works on site.
According to the mayor of Kyiv Vitaliy Klitschko, two hits were recorded: one – in the object, the second – in a multi-storey building. Several cars burned down. There are casualties among the civilians.
The missile strikes came on the same day that UN Secretary-General Antonio Guterres visited Kyiv.
Earlier, the Russian side has already struck at the Shevchenko district of the capital. Then the shell fragments hit a high-rise building.

In one of the most unprecedented moves, Abiy Ahmed was pictured in a United Nations-owned vehicle while on campaign trails, ahead of June 21 Sham General election, in what could trigger a debate on the UN’s commitment to ending the genocidal war against Tigrayans.
Photos taken from Abiy Ahmed’s campaign trip in his Oromia backyard showed the evil Prime Minster driving on the United Nations vehicle with a number of security forces surrounding him.
Driving in UN vehicles infringes internal policies of the global organization based on administrative instructions which state that: “The use of the assigned vehicle should be for official business and transportation to and from work.”
For the last eight months, the Ethiopian National Defense Forces (ENDF), Eritrea Troops, Amhara regional forces, Soldiers from Somalia, United Arab Emirates drones, have been conducting an operation in the Tigray region, leaving over 200 thousand civilians dead.
A few months ago abiy ahmed’s genociding soldiers shoot at UN staffers, USAID partner staff member killed , four men were dragged off public buses and executed by soldiers, while Doctors Without Borders/Médecins Sans Frontières (MSF) staff members were present, 120 United Nations peacekeepers of Tigrayan Origin with its now closed mission in Darfur were seeking international protection and had applied for asylum in Sudan. These peacekeepers have joined tens of thousands of Ethiopian refugees who have fled to Sudan since the conflict in Tigray began. Wow! We were told working with UN Peacekeeping is a rewarding experience, yet these poor Peacekeepers from Tigray were not honored or rewarded, rather demoted and forced to become refugees.
Six months ago the United Nations secretary general, António Guterres, bluntly asked Mr. Abiy if Eritrean troops were fighting in his war. “He guaranteed to me that they have not entered Tigrayan territory,” Mr. Guterres told reporters on Dec. 9. So, the evil Nobel laureate PM of Ethiopia lied to Mr. Guterres about the presence of Eritrean troops in Tigray, and Mr Guterres didn’t say a word about this lie. Mr. Guterres was even mute for the entire five months when horrific Massacres, Famine, Sexual Violance, Ethnic Cleansing and Destructions continue reign in Tigray.
