Rescuers on Sunday morning continued to search for victims of a deadly storm system that ravaged Mississippi and Alabama, as stunned residents tried to come to terms with the scale of the devastation and officials warned that more dangerous storms could be on the way.
Early on Sunday, President Biden declared an emergency for Mississippi, a move that clears the way for federal funding for a range of assistance, including recovery efforts and temporary housing.

The toll could rise as the hunt for survivors continues. But rescue efforts could be hampered by weather. The National Weather Service’s Storm Prediction Center warned there was a risk of more severe weather on Sunday in parts of Mississippi, Louisiana and Alabama, including damaging winds, hail and possible tornadoes.

The National Weather Service office in Jackson said late Saturday that the tornado that hit Rolling Fork had received a preliminary EF-4 rating. Like hurricanes and earthquakes, tornadoes are rated on a scale. The Enhanced Fujita, or EF, scale runs from 0 to 5, and an EF-4 rating is characterized by wind speeds of 166 to 200 mph.
While Rolling Fork in west-central Mississippi appeared to have been hardest hit, reports of damage extended across a large swath of the state into northeastern counties. Fred Miller, a former mayor of Rolling Fork, described Friday’s storm as “about as bad as I’ve ever seen.”
Details have started to emerge about some of the storm’s victims, with 25 of the dead in Mississippi. A 1-year-old named Riley Herndon and her 33-year-old father, Ethan Herndon, whose family had lived near Wren, Miss., for several generations. Riley’s two siblings and mother were severely injured.
Officials in Mississippi have set up emergency shelters for displaced citizens. Several hundred beds and emergency supplies have reached Rolling Fork, according to Lynn Fitch, the state attorney general.

The Biden administration has determined war crimes have been committed by all sides in the deadly conflict in northern Ethiopia’s Tigray and neighboring regions, Secretary of State Tony Blinken said on Monday.
The big picture: Ethiopia’s government and Tigray forces agreed last November to end the fighting in the two-year war that led to one of the world’s worst humanitarian crises. Humanitarian groups are now getting aid into Tigray, which faced what the UN called a de facto aid blockade throughout much of the conflict.
Researchers at Belgium’s Ghent University estimate the death toll may be as many as high as half a million people, with many dying from hunger, disease or lack of medical attention due to the conflict. Millions have also been displaced, per UN figures.
Blinken on Monday noted the end to the fighting and the arrival of aid into Tigray, but said “the suffering that was wrought upon civilians in northern Ethiopia must be acknowledged.”
Details: After “careful review,” Blinken said he determined that members of the Ethiopian National Defense Forces (ENDF), Eritrean Defense Forces (EDF), Tigray People’s Liberation Front (TPLF) forces and Amhara forces committed war crimes during the conflict.
Blinken accused the ENDF, EDF and Amhara forces of committing crimes against humanity, including murder, rape and other forms of sexual violence, and persecution.
The Amhara forces also committed “the crime against humanity of deportation or forcible transfer and committed ethnic cleansing in western Tigray,” he added.
The parties detailed in the U.S. determination, which echoes similar conclusions made by the UN and human rights groups, did not immediately comment on Blinken’s remarks. They’ve previously denied committing human rights abuses, per Reuters.
What they’re saying: “The conflict in northern Ethiopia was devastating. Men, women, and children were killed. Women and girls were subject to horrific forms of sexual violence. Thousands were forcibly displaced from their homes,” Blinken, who visited Ethiopia last week, told reporters on Monday.
“Entire communities were specifically targeted based on their ethnicity,” he said. “Many of these actions were not random or a mere byproduct of war. They were calculated and deliberate.”
What to watch: Blinken called on leaders to hold those responsible for war crimes and crimes against humanity committed in Ethiopia accountable.
“We urge all parties to follow through on their commitments to one another and implement a credible, inclusive, and comprehensive transitional justice process,” Blinken said, pointing to the peace agreement signed in November 2022.
“We additionally call on the government of Eritrea to ensure comprehensive justice and accountability for those responsible for abuses in Ethiopia,” he added.
“Formally recognizing the atrocities committed by all parties is an essential step to achieving a sustainable peace.”
The United States has previously estimated that some 500,000 people died in the two-year conflict, making it one of the deadliest wars of the 21st century and dwarfing the toll from Russia’s invasion of Ukraine.

To rehabilitate Abiy now is a choice by Biden to sweep Abiy’s actions under the rug. It is a choice to reward the Ethiopian despot for genocide. It is a choice to allow him to outsource murder to Eritrea without consequence. It is a choice to greenlight Abiy’s willingness to repeat the Tigray playbook against any other group that questions his messiah complex and leadership.
Freedom House ranks Ethiopia as among the world’s least free countries, not much better off than Russia and less free than the Persian Gulf’s absolute monarchies. Niger, the second and final stop on his swing through Africa, is more democratic — it sits alongside El Salvador and Tunisia in the rankings — but Blinken goes mostly because Niger is home to the chief U.S. drone base in Africa.
What is curious is Blinken’s top omission: While Biden’s team says it will compete against China, Blinken studiously avoids any visit to Somaliland, the most democratic country in the Horn of Africa and a country that, unlike Ethiopia and Niger, cast its lot with Taiwan and Western democracies.
If Biden and Blinken are serious about countering China, they should not treat China’s partisans better than they treat America’s allies. Rather, it seems Blinken deliberately and irrationally seeks to throw Somaliland under the bus in deference to State Department’s bureaucratic interests. Too many African hands in Foggy Bottom worry more about antagonizing Somalia’s entrenched interests than they do about advancing America’s strategic position in the region. The State Department also seeks figuratively to give a middle finger to Congress that incorporated provisions in the 2023 National Defense Authorization Act that called for a greater U.S. partnership with Somaliland. The icing on the cake is Somaliland’s potential with rare earths , something to which both Biden and Blinken now turn their backs.
I have flown from Ethiopia’s capital Addis Ababa to Somaliland’s capital Hargeisa. It takes 45 minutes. To get to the center of town is another 15 minutes. Figure an hour meeting and then a return to Ethiopia. For Blinken to say he does not have three hours to celebrate African democracy and reward countries who say no to Beijing shows just how unserious Biden and Blinken are when it comes to countering China’s inroads in Africa.

The Oromos/Gallas who are unfortunately now in power in Addis, are a nomadic and pastoral people, who 500 years ago were living in what is present day Kenya and Tanzania, were on the move looking for greener pastures for their cattle, which were the backbone of their economy. The Oromos, contrary to current popular belief, were not organized into a single unitary state, but were a fractured society of nomads organized into Gadas. Each Gada had a leader and operated according to the interests of the Gada and not as part of a bigger entity or an Oromo nation. Some of the Gadas moved Westward from present day Kenya, past Lake Victoria and ended up in what is now Rwanda and Burundi (they may have been the ancestors of the people currently known as the genocidal Hutus, who have very close cultural ties to the Oromos that live in present day Kenya and Ethiopia).
Those nomad Gadas that moved north into Ethiopia did so in staggered waves. According to the Portuguese, the Oromos first set foot in Ethiopia in the year 1522. But their advances were checked by the Ethiopians. Only after 10 years of destructive wars between Adal and Ethiopia, which weakened both nations, were the Oromos able to move deeper into Ethiopia and Adal unopposed. Some may not know this, but the reason that the Adals built the wall of Harrer, which still stands today, was to defend the capital from the advances of the Oromo. A very interesting point that I would like to make here is that, it was because of Gragn that the Oromos got what is now largely perceived as a derogatory name – Galla. From my understanding, when Gran realized that the Ethiopians were turning the tides of war against him, he needed allies quickly and approached the Oromo Gada that had settled closest to Adal, seeking a military alliance.

Blinken presses Ethiopia’s Abiy on withdrawal of Eritreans from Tigray — End Hostilities Immediately
U.S. Secretary of State Antony Blinken on Monday pressed Ethiopian Prime Minister Abiy Ahmed for troops from Eritrea involved in the Tigray conflict to be withdrawn “immediately, in full, and in a verifiable manner,” according to a statement.
Blinken said Eritrean forces and Amhara regional forces in the Tigray region are contributing to the growing humanitarian disaster and committing human rights abuses, according to a statement by U.S. State Department spokesman Ned Price describing a phone call with Abiy.
“The Secretary also stressed the need for all parties to the conflict to end hostilities immediately,” Price said.
Washington said last week that it had seen no evidence of a troop withdrawal promised by both Ethiopia and Eritrea.
Blinken also expressed concern in the call about the humanitarian and human rights crisis in Ethiopia, including the growing risk of famine in the Tigray region, Price said.
