Mobs Kill 60, Burn Down 25 Churches in Northeastern India
While ethnic tensions have festered for decades, leaders in Manipur say religious extremism is fueling the extreme aggression.
Rioting mobs have taken the lives of at least sixty people and destroyed or burned down 25 churches in the northeastern Indian state of Manipur. Since May 3, thousands of victims, the majority of them Christians, have fled as their homes and businesses have gone up in flames.
While tensions over property rights and economic interests have existed between the state’s ethnic groups for decades, local leaders told CT that church burnings are the result of the growth of Hindu nationalism among the dominant Meite community.
The chief minister of Manipur, N. Biren Singh, described the situation as a “prevailing misunderstanding between two communities” and said that his government was committed to protecting “the lives and property of all our people.”
“We should not allow the culture of communal harmony in the state to be disturbed by vested interests,” Singh said, adding that he also intended to address the community’s “long-term grievances.”
Manipur borders Myanmar and is home to a diverse range of ethnic groups, including Meiteis, who are a numerical majority in the state and are predominantly Hindu, and various tribal communities, who are largely Christian.
Primarily based in Imphal Valley, a region which includes Manipur’s capital, the Meiteis have long dominated the state’s political and economic landscape. Meanwhile, tribal communities make up around a third of the population (35.4%) and are mainly concentrated in the hills surrounding the valley, 90 percent of the state’s geographical area.
For decades, the issue of land ownership and control has been a source of conflict between the two groups. But in recent years, these tensions have been exacerbated by the political influence of the Hindu nationalist organizations Rashtriya Swayamsevak Sangh (RSS) and the Bharatiya Janata Party (BJP), which have sought to promote their faith as the dominant religion in India and have used the Meitei community to advance their political agenda in the state.
This month’s violence came weeks after the Manipur High Court ordered the state government to respond to the Meitei community’s request for Scheduled Tribe status. The designation gives communities special constitutionally backed protections including reserved seats in the parliament and state legislatures, affirmative action in education and employment, and property protections.
But believing that this categorization would dilute their own protections and political representation, Mainpur tribal groups have long fought this change.
While area leaders believe that the violence was largely a reaction to this political decision, they see its viciousness and severity, particularly the attack on churches, as the growth of the influence of BJP and the RSS. Radical Hindu ideology historically has struggled to find a foothold in Manipur, because of its mix of tribal, Hindu, Christian, and Muslim communities.
Christian leaders from the area told CT that they believed this violence was religiously motivated.
“In this pogrom, the Hindu Meiteis not only burned down churches belonging to tribals but also churches that exclusively belong to Meitei Christians,” said Ngaineilam Haokip, an academic at university in Kolkata, who grew up in Manipur. “They targeted their own brethren who follow Christ by burning their churches.”
“If this is not a pogrom, what is? They are burning churches when the protest rally was simply against the inclusion of Meiteis as Scheduled Tribe by All Tribal Student Union Manipur (ATSUM). There is definitely a religious angle here,” said a Christian leader in the area, who for security reasons asked to be identified by the name Lien.
On Wednesday, thousands of people across the state, the majority Christians, gathered locally to protest the Meitei’s demand. Although the event ended peacefully in several districts, there were reports of arson, vandalism, and confrontations in other areas.
In the district of Churachandpur, one unidentified group set fire to a famous war memorial. Infuriated by this arson, there was a clash among locals, resulting in the destruction of homes and forcing hundreds of residents to seek refuge in nearby forests. Retaliatory attacks by local youths targeted Meitei neighborhoods in Churachandpur, and the violence caused two deaths and injured 11. Some reports alleged attackers carried sophisticated weaponry.
In response, groups of people targeted several tribal neighborhoods in the capital city of Imphal. Residents told The Wire that mobs burned down 23 houses and injured 19 residents.
One victim of the attacks was a tribal legislative assembly representative who sustained severe head injuries and is currently in critical condition.
“Tribals were not prepared for a war. They were holding peace rallies against the demand for Scheduled Tribe status by Meiteis. The Meiteis on the other hand, were planning for this kind of confrontation for a long time, it seems. They collected gun licenses and guns and then lit the fire,” Haokip said.
In the wake of the violence, the government has imposed a curfew and suspended internet access. The severity of the situation has led the Indian government to deploy military to the affected areas and authorize it to use lethal force in “extreme cases” in addressing the increasing violence. The federal government has additionally invoked Article 355, giving it authority over the state of Manipur. More than 7,500 people have been evacuated to safer places.

The International Monetary Fund is looking for constructive and meaningful engagements towards an IMF programme for Ethiopia, Managing Director Kristalina Georgieva said during a visit to Kigali on Thursday.
“We are now looking for constructive and meaningful engagements toward an IMF programme for Ethiopia,” she said, as the east African country seeks an IMF loan after an African Union-backed ceasefire.
Africa’s second most populous country requested a debt restructuring under the Group of 20’s Common Framework process in early 2021, but progress was held up by a two-year civil war in the Tigray region.
The IMF requires debt relief commitments from a country’s bilateral creditors before it agrees to a loan programme.
Ethiopia’s government and the Tigray People’s Liberation Front (TPLF), a guerilla force-turned-political party, agreed on Nov. 2 to stop fighting following talks.

APA-Addis Ababa (Ethiopia) The government of Ethiopia and the World Bank Thursday signed two grant agreements amounting to a total of $745 million.
Finance Minister Ahmed Shide and World Bank’s country director Ousmane Dione signed the two financial agreements following the approval of the grants by the World Bank’s directors in mid-December.
Of the total, the $445 million grant will finance the implementation of a program to strengthen Primary Health Care Services in Ethiopia.
The program aims to improve access to and equitable provision of high-quality primary health care services and to further strengthen the country’s health system.
More than 22 million women and children, including those in conflict-affected areas are expected to benefit from the program.
“It will also restore facilities that were damaged by conflict, enabling millions of Ethiopians to get access once again to the services they direly need,” Ousmane said when the bank approved the fund last month.
The second $300 million Grant will also finance another nationwide program named Flood Management Project (FMP).
The project also is expected to enhance Ethiopia’s institutional capacity for disaster and flood risk management in selected river basins, according to the finance ministry.
Nearly 34 million people living in poor communities in the priority basins of Awash, Omo, and Rift Valley Lakes basins are expected to benefit from the project.

President Joe Biden repeated a false war story on Friday during a visit with veterans in Delaware.
Speaking with veterans at a town hall, Biden told a story of when he was in Iraq as Vice President and he was asked to pin a Silver Star on a service member for rescuing a comrade that had fallen 150 feet.
“This young man climbed down the hill, put a guy on his shoulder, and brought him back up and was shot at on the way up,” Biden explained. “And he got there and I went to present it to him, too.”
The president continued by recounting the story of the soldier telling him that he did not want the medal because his friend had died.
But the president got his facts wrong.
The event took place in Afghanistan, not Iraq. The medal Biden presented was a Bronze star, not a Silver Star. The award for the soldier was for the heroic act of going into a burning vehicle to save one of his friends, not for repelling into a ravine carrying his comrade 150 feet up a hill under gunfire.
This is not the first time that Biden has been called out for getting the story about a soldier he met horribly wrong.
He delivered different versions of the story throughout the 2020 presidential primaries but as the Washington Postdetailed, Biden appeared to be jumbling three different stories into one, making his more dramatic.
“In the space of three minutes, Biden got the time period, the location, the heroic act, the type of medal, the military branch, and the rank of the recipient wrong, as well as his own role in the ceremony,” the Post reported.
Politifact also rated Biden’s story during the campaign as “Mostly False.”
“The emotional element of a soldier who feels his medal is unwarranted is accurate. But Biden embellished the tale with details to give the story an unimpeachable ring of truth, and the facts don’t back that up,” they wrote.
The only thing true about the story was that Biden awarded a Bronze Star to Staff Sgt. Jeremiah Workman at Forward Operating Base Airborne in Wardak Province, Afghanistan, on Jan. 11, 2011.

💭 “US President Joe Biden has been criticized for being cozy with Ethiopia’s Prime Minister Abiy Ahmed, who has been accused of war crimes.”
EU foreign policy chief Josep Borrell says he spent the entire year “very frustrated” by Ethiopia’s civil war.
He has blamed the EU for paying more attention to Russia’s war in Ukraine than the Tigray crisis in Ethiopia.
Meanwhile, US President Joe Biden has been criticised for being cosy with Ethiopia’s Prime Minister Abiy Ahmed, who has been accused of war crimes.
European Union (EU) foreign policy chief Josep Borrell says the conflict in Ethiopia kept him “very busy, very sorry and very frustrated” for the greater part of 2022.
Speaking at the 24th EU-Non-Governmental Organization Forum on Human Rights in Brussels, Belgium, on Thursday, Borrell said it infuriated him that “not enough people talk about it”.
“We do not talk a lot about Ethiopia,” he added.
He said the war in Ukraine was getting more attention from the EU, although it was “relatively smaller” than the civil war in Ethiopia’s Tigray, where between 700 000 and 800 000 lives were lost.
“We complain rightly about what is happening in Ukraine, but what is happening in Ethiopia is really awful. There is not such a mortality in any other place in the world caused by a war,” he added.
He said it was painful that most of the Ethiopians died of famine. “Most of them (were killed) by famine – not fighting, but by famine, cutting humanitarian support, cutting electricity, cutting any kind of public services.”
Borrell added that the situation in Ethiopia occurred under the watch of what he termed an internationally celebrated leader.
“I remind you that this is being done by a government whose prime minister (Abiy Ahmed) is a Nobel Prize laureate,” he said.
At the recent US-Africa Leaders Summit in Washington, pictures went viral of US President Joe Biden watching the FIFA World Cup match between Morocco and France on television and being jovial with Ahmed. Biden was then criticised for somewhat endorsing an alleged war criminal.
This also didn’t go down well with civil society activists, who accuse Abiy of genocide and war crimes.
Borrell said it was a tragedy that innocent lives were lost because of the political machinations of the ruling elite.
“You can discuss politically who is to be blamed for the reasons for the war to start, but the result is that for months and months there has been a continuous violation of human rights at a massive scale,” he said.
An agreement for the cessation of hostilities in Ethiopia was reached in November after the facilitation of statesmen from South Africa, Kenya and Nigeria at the behest of the US, who had worked with the African Union.
The EU was not involved in the process despite the British Council, Alliance Francaise, the Goethe Institute and the Italian Cultural Institute making up the four-member European Union National Cultural Institutes cluster in Ethiopia.

South Sudan has defended President Salva Kiir’s move to snub an invite by his US counterpart, Joe Biden, for a summit bringing together close to 50 African heads of state.
While other African leaders opted for the historic visit, President Kiir was locked up in a busy schedule on Monday, where he commissioned the first phase of the 63- kilometre Juba-Terekeka Road in Lakes State. Kiir sent a team of diplomats, headed by Minister of Foreign Affairs Mayiik Ayii Deng, to attend the summit on his behalf.
In an exclusive interview with The City Review yesterday, Deng Dau Deng, the deputy minister of foreign affairs and international cooperation, said the head of state delegated the duty to Mayiik to allow him (President Kiir) to attend to more pressing national duties.
“His Excellency the President is in charge of issues internally, and he was not here (in Juba) yesterday, he was launching the road, which was more crucial to the people of South Sudan than just a summit of America where we will go and listen to sanctions and all those kinds of things,” Deng said.
Kiir, like his other African counterparts, was acting in good faith, according to Deng, by sending a representative to the summer.
“It (summit) is not a classroom, we have several heads of state and government that have not gone for that particular summit (US-Africa leaders’ summit),” he explained.
He added, “It depends on our national interest, and South Sudan has sent a foreign affairs minister who is equally important as the rest of African nations whose heads of state and government have not attended that particular conference.”
He argued that President Kiir was busy spearheading the implementation of the peace agreement, which is long overdue, and “South Sudan should concentrate on their own issues” and not spend much energy on “the international conferences.”
“It is not a must that all the heads of state and governments in Africa attend,” he added.
Deng said that there were still upcoming conferences such as France-Africa Summit, the Turkey-Africa Summit, the Japanese-Africa Summit, and the Russia-Africa Summit that President Kiir could still attend.
