US Congress Pushes Biden Administration to Enact Sanctions over Tigray Conflict

Congressional leaders have called for sanctions to be put in place to pressure Ethiopian and Eritrean forces to withdraw from Tigray.

US congressmen specifically hammered Ethiopia and Eritrea for failing to live up to their March agreement to remove Eritrean forces from Tigray.

The US Congress is pressuring the Biden administration to place sanctions on human rights abusers in Ethiopia’s Tigray region, pointing to the continued failure of Ethiopian and Eritrean forces to withdraw from the region.

“We understand that the Biden administration is reviewing all options, but nothing has been announced or finalised, which is why we are pushing them on this,” a congressional aide told The National on Wednesday. “It has been over six months since the conflict started.”

The Democratic chairman and top Republican on the House Foreign Affairs Committee – Gregory Meeks of New York and Mike McCaul of Texas – are leading the bipartisan push to convince the Biden administration to use its authorities under the Global Magnitsky Act to levy sanctions on those violating human rights in the Tigray conflict.

“The administration has ample authority from Congress to impose sanctions and other means of financial pressure – they just need to do it,” said the congressional staffer.

Mr Meeks and Mr McCaul doubled down on the issue earlier this week with a joint statement urging the Biden administration to “use all available tools, including sanctions and other restrictive measures, to hold all perpetrators accountable and bring an end to this conflict”.

They specifically hammered Ethiopia and Eritrea for failing to live up to their March agreement to remove Eritrean forces from Tigray.

“We are deeply concerned by the failure of the government of Ethiopia and the government of the state of Eritrea to honour their public commitments to withdraw Eritrean forces from Ethiopia,” they said in the statement. “The continued presence of Eritrean forces, who have been credibly implicated in gross violations of human rights in Tigray, is a major impediment to resolving this conflict.”

The congressmen referred to “mounting reports of atrocities against civilians, including sexual and gender-based violence, at the hands of Ethiopian and Eritrean forces and other armed groups”.

Jeffrey Feltman, the US envoy for the Horn of Africa, is in the region this week to mediate the Tigray crisis as well as Ethiopia’s dispute with Sudan and Egypt over the Grand Ethiopian Renaissance Dam.

Secretary of State Antony Blinken, who has said that “ethnic cleansing” is taking place in Tigray, personally called on Ethiopian and Eritrean forces to withdraw from the region during a phone call with Ethiopian Prime Minister Abiy Ahmed earlier this month.

The State Department did not reply to The National’s repeated requests for comment on its Tigray sanctions review.

Mr Meeks and Mr McCaul first raised the prospect of sanctions over the Tigrayconflict in a letter to Mr Blinken in March.

“We urge the administration to utilise all available tools, including Global Magnitsky authorities and other targeted sanctions, to hold parties accountable for their actions to bring an end to this crisis,” the congressmen wrote at the time.

Blinken presses Ethiopia’s Abiy on withdrawal of Eritreans from Tigray — End Hostilities Immediately

U.S. Secretary of State Antony Blinken on Monday pressed Ethiopian Prime Minister Abiy Ahmed for troops from Eritrea involved in the Tigray conflict to be withdrawn “immediately, in full, and in a verifiable manner,” according to a statement.

Blinken said Eritrean forces and Amhara regional forces in the Tigray region are contributing to the growing humanitarian disaster and committing human rights abuses, according to a statement by U.S. State Department spokesman Ned Price describing a phone call with Abiy.

“The Secretary also stressed the need for all parties to the conflict to end hostilities immediately,” Price said.

Washington said last week that it had seen no evidence of a troop withdrawal promised by both Ethiopia and Eritrea.

Blinken also expressed concern in the call about the humanitarian and human rights crisis in Ethiopia, including the growing risk of famine in the Tigray region, Price said.

Letter floats Magnitsky sanctions among other measures if the situation doesn’t improve

A letter from two members of the US House of Representatives is urging the Biden administration to take action on Tigray.

Congress placed increased pressure on the Biden administration over the pressing humanitarian situation in the Tigray region of Ethiopia this week, urging it to move more forcefully and impose sanctions on the involved parties, including Addis Ababa.

A bipartisan letter from Gregory Meeks, Democratic chairman of the House Foreign Affairs Committee, and ranking Republican member Michael McCaul was dispatched on Tuesday evening to US Secretary of State Anthony Blinken and Secretary of Treasury Janet Yellen calling for sanctions on those fuelling the fighting in Tigray.

Ongoing fighting since November between Ethiopian troops and the Tigray People’s Liberation Front has left more than 50,000 dead and has displaced hundreds of thousands, according to Ethiopia’s three opposition parties.

The UN estimated on Tuesday that 2.2 million people are in need of humanitarian assistance, while human rights organisations have reported mass atrocities, incidents of rape and extrajudicial killings.

Last week, Ethiopia’s Prime Minister Abiy Ahmed admitted to the presence of Eritrean troops in Tigray fighting on the side of his government and committed to their withdrawal from the region, but so far there hasn’t been movement in that direction.

Congress is urging the Biden administration to do more in its bid to end the fighting.

“We condemn in the strongest possible terms reported atrocities and gross violations of human rights committed against civilians, including rape, torture, forced displacements and disappearances, acts of ethnic cleansing, extrajudicial killings, the looting and destruction of medical facilities and restricted access to aid,” Mr Meeks and Mr McCaul wrote in their letter.

“We urge the [Biden] administration to utilise all available tools, including Global Magnitsky authorities and other targeted sanctions, to hold parties accountable for their actions and bring an end to this crisis,” the letter added.

The Magnitsky sanctions can be used to punish human rights abuses in accordance with the Magnitsky Rule of Law Accountability Act passed by Congress in 2012.

The letter implicates all sides in such abuses and stresses that “additional targeted accountability measures cannot wait”.

It also threatens problems for the future of US-Ethiopia bilateral relations if the situation does not improve.

“While we remain committed to the important bilateral relationship between the United States and Ethiopia, this conflict jeopardises shared political, economic and security priorities,” the two representatives wrote.

The Biden administration delinked in February a suspension of $272 million in aid to Ethiopia for the Nile dam crisis and tied it instead to current “developments”, including the Tigray conflict.

Mr Blinken described the situation in Tigray as “ethnic cleansing” speaking to Congress in March, and on Tuesday he referenced sexual assaults and continued killings in the region.

“The report we’re releasing today shows that the trend lines on human rights continue to move in the wrong direction … We see it in the killings, sexual assaults and other atrocities credibly reported in Ethiopia’s Tigray region,” Mr Blinken said during the launch of the State Department’s annual human rights report.

Cameron Hudson, a senior fellow with the Atlantic Council’s Africa Centre, argued that Washington is following a gradual approach in ratcheting up the pressure on Ethiopia.

“We [the US] have already suspended our development assistance and our security assistance. Those moves seem to have very little impact in changing [Addis Ababa’s] approach to the conflict in Tigray. The next level of pressure is clearly going to be direct punitive measures,” Mr Hudson told The National.

The letter, addressed to Mr Blinken and copied to Ms Yellen, is an indication of potential sanctions by the departments of State and Treasury.

“This likely will translate into sanctions unless Washington starts to see greater movement on the key issues it is asking for changes on, namely the withdrawal of Eritrean and Amhara forces, the launch of the international human rights investigation, unhindered humanitarian access and some sort of domestic political dialogue,” Mr Hudson said.

On the role of Treasury specifically, Mr Hudson, saw the possibility of the US delaying or denying third party aid to Ethiopia.

“The Treasury does two big things that affect US policy on Ethiopia: It administers US sanctions and it controls the US vote at the World Bank and International Monetary Fund (IMF) … The US has leverage in denying or delaying Ethiopia multilateral financing and assistance and not just bilateral assistance.”

In its report on Tuesday, the UN Office for the Co-ordination of Humanitarian Affairs (OCHA) said 2.2 million people are in need of aid and “approximately 1.3 million children need protective services and safe education­ in Tigray and neighbouring areas”.

The body expressed concern over reports of violations of human rights and rape in the Tigray region.

“There are more than 500 self-reported rape cases so far,” it said.

በምድር ከፍታ ላይ አወጣው፤ የእርሻውን ፍሬ በላ፤ ከዓለትም ድንጋይ በሚገኝ ማር፥ ከጭንጫውም ድንጋይ በሚገኝ ዘይት አጠባው፤ የላሙንም ቅቤ፥ የመንጋውም ወተት፥ ከጠቦት ስብ ጋር፥ የባሳንንም አውራ በግ፥ ፍየሉንም፥ ከስንዴ እሸት ጋር በላህ፤ ከወይኑም ደም ያለውን ጠጅ ጠጣህ። ይሹሩን ወፈረ፥ ረገጠ፤ ወፈረ፥ ደነደነ፥ ሰባ፤ የፈጠረውንም እግዚአብሔርን ተወ፤ የመድኃኒቱንም አምላክ ናቀ። በሌሎች አማልክት አስቀኑት፥ በርኵሰታቸውም አስቈጡት። እግዚአብሔር ላልሆኑ አጋንንት፥ ለማያውቋቸውም አማልክት፥ በቅርብ ጊዜ ለተነሡ ለአዲሶች አባቶቻቸውም ላልፈሩአቸው አማልክት ሠዉ። የወለደህን አምላክ ተውህ፥ ያሳደገህን እግዚአብሔርን ረሳህ። ወንዶችና ሴቶች ልጆችም ስላስቈጡት እግዚአብሔር አይቶ ጣላቸው። እርሱም አለ። ፊቴን እሰውርባቸዋለሁ፤ ፍጻሜያቸው ምን እንደ ሆነ አያለሁ፤ ጠማማ ትውልድ፥ ያልታመኑም ልጆች ናቸው። አምላክ ባልሆነው አስቀኑኝ፤ 3 ቍ.15፤ በዕብራይስጥ ይሹሩን የሚለውን ግዕዙ ያዕቆብ ይለዋል። በምናምንቴዎቻቸውም አስቈጡኝ፤ እኔም ሕዝብ ባልሆነው አስቀናቸዋለሁ፤ በማያስተውል ሕዝብ አስቈጣቸዋለሁ። እሳት ከቍጣዬ ትነድዳለችና፥ እስከ ሲኦል ድረስ ታቃጥላለች፥ ምድርንም ከፍሬዋ ጋር ትበላለች፥ የተራሮችን መሠረት ታነድዳለች። መከራን እጨምርባቸዋለሁ፤ በፍላጾቼም እወጋቸዋለሁ። በራብ በንዳድ ይጠፋሉ፤ በንዳድና በመራራ ጥፋት ያልቃሉ፤ የአራዊትን ጥርስ፥ የምድርንም እባብ መርዝ እሰድድባቸዋለሁ። ጕልማሳውን ከድንግል፥ ሕፃኑንም ከሽማግሌ ጋር፥ በሜዳ ሰይፍ፥ በቤትም ውስጥ ድንጋጤ ያጠፋቸዋል። እበትናቸዋለሁ አልሁ፤ ከሰዎችም መካከል መታሰቢያቸውን አጠፋለሁ። ነገር ግን ጠላቶቻቸው እንዳይታበዩ። እጃችን ከፍ ከፍ አለች እንጂ እግዚአብሔር ይህን ሁሉ አላደረገም እንዳይሉ፥ ስለ ጠላቱ ቍጣ ፈራሁ።”

🔥 ኢትዮጵያ እና ኤርትራ ወደ ምስቅልቅሉ የሚወርዱ ይመስላሉና ለከፍተኛ የስደተኞች ሞገድ እና የአይሲስ አስከፊ ሽብር መመለስ ይዘጋጁ ፥ የደም መፋሰስ ሥጋትን ተከትሎ አሜሪካ እና ኔቶ “ለሰብዓዊነት” በሚል ሰበብ ጣልቃ በመግባት አፍሪቃን ለመቆጣጠር ይወስናሉ፣።

ዩኤስ አሜሪካ በአፍሪካ ቀንድ አካባቢ ጣልቃ የመግባት እድሏ በጣም ሰፊ ነው።

🔥 ቀደም ሲል እንደተነበይነው(ድንቁ የክርስትና ተሟጋችና ጠበቃ ዋሊድ ሹባት) ነገሮች እየተባባሱ አገሪቱ በትግራይ ፣ በአማራ ፣ በኦሮሞ እና በሶማሌ ቡድኖች መካከል ወደ ጭካኔ የእርስ በእርስ ጦርነት ትገባለች፡፡ ይህ በተፈጥሮ “የሰብአዊ ጣልቃ ገብነትን” የማስመሰል ጥቅም ላይ ይውላል ፣ ስለሆነም ኔቶ እና አጋሮቹ ይሳተፋሉ እና ኢትዮጵያን እና ኤርትራን ያጠፏቸዋል። በሺዎች የሚቆጠሩ ይሞታሉ ፣ የወቅቱ የምግብ / ረሃብ ሁኔታ ከመጥፎ ወደ አስከፊ የቅዠት ሁኔታ ይሸጋገራል ፣ እናም ለስልጣን ውጊያው ይቀጥላል ከዚያም በኢትዮጵያ የትግራይ ሪፐብሊክ ፣ አማራ ፣ አፋን ፣ ኦጋዴን እና ጋምቤላ ሊሆኑ በሚችሉ መካከል የጦርነት ቀጠና ትሆናለች።

🔥 ሱዳን እና ደቡብ ሱዳን በውኃ ውስጥ የፈሰሰውን ደም በመዳሰስ እና የአባይን የውሃ ተደራሽነትን ማቆየት ስለሚፈልጉ የአባይ ወንዝ እናት ሃገር የሆነችውን ኢትዮጵያን ቆራርሰው ለራሳቸው መውሰድ ይጀመራሉ፡፡

🔥 ይህ በእንዲህ እንዳለ ስፍር ቁጥር የሌላቸው ሰዎች በርሃብ ይሞታሉ ፣ ሁኔታዎቹ በአፍሪካ ሁሉ እጅግ የከፋ ናቸው ፣ እናም ሰዎች ክልሎቻቸውን ለቅቀው ለመውጣትና ለመሰደድ መለመን ይጀምራሉ፡፡ ይህ በሆነበት ወቅት በአማጽያን በተያዙት ወይም በአሜሪካ / በተባበሩት መንግስታት / ኔቶ በተያዙት ቦታዎች መካከል ያለው ቦታ በዓለም/ በፕላኔታችን እጅግ የከፋው/መጥፎው ቦታ ይሆናል ፣ ከዚያ በድንገት በአሜሪካ / በተባበሩት መንግስታት / ኔቶ / ግፊት ሰዎች መሰደድ ይጀምራሉ።

Back in 2015, Walid Shoebat wrote about a massive food crisis coming to the Middle East, where the Nile would dry up and millions would suffer.

You can read the full piece here. It is particularly interesting in light of developments taking place in Tigray that I have written about, where Tigrayans are crying ‘genocide’ as the fighting between Tigray against Ethiopia and Eritrea intensifies as the world watches with a sympathetic eye towards Tigray.

You have heard this from me over and over at Shoebat.com. I am going to say it again- watch for Ethiopia to start appearing in the news like a floodgate. Forget about the Chauvin trial and Black Lives Matter when it happens, because if this happens- and there is a strong chance it will -it is going to be world-shaking.

Ethiopia’s basically been in the middle of a long, historic, and like with many African conflicts, a brutal war between the formerly dominant Tigray ethnic group (where the WHO director Tedros is from) and the eastern region of the country. Ethiopia, as I have explained, straddles the US/NATO and Soviet blocs of influence, and now that things are losing control there again, they are ripe for exploitation. It is not a surprise that Biden’s foreign policy wing, from what it seems, is shifting a huge chunk of their attention there.

Basically, the rebellious group (Tigray People’s Liberation front, or TPLF) seems to have baited Ethiopia’s current and inexperienced leader into overplaying his hand by acting overly aggressive against them. This makes it so they can claim persecution as part of a an attempt to regain power in their region after having had been ousted decades ago. It seems they have succeeded, as Ethiopia started the war with the public relations “high ground” following TPLF attacks on an Ethiopian military base along with rocket incursions into Eritrea (and hence is why Eritrea became involved). However, because Ethiopian Prime Minister Abiy Ahmed took a very strong hand against the TPLF without properly managing the image of the situation, he and Eritrea both have lost control over the public relations side, not to mention some of their own soldier’s actions. In other words, the militaries have mostly won the conflict, but lost the image battle. This is particularly serious considering that the TPLF has been used historically by NATO, such as during the 1970s and 1980s as proxy fighters against the Soviet-supported Derg that overthrew Haile Selassie and set up a communist dictatorship.

Just look at the news. CNN recently had an exclusive interview with the leader of TPLF. The TPLF also had a particularly strong relationship with the Obama administration, and remember, Biden has naturally maintained strong ties with the previous administration he was Vice President for.

Will the US put troops on the ground? I have suspected as much, but it would most likely all be done in the context of NATO- think Bosnia 1994 but more serious. The UN may have her own peacekeepers there too, but no matter what happens, at this point, where the USA goes NATO as a whole also goes.

Either way, the situation is bad, and the chance for intervention is very high. For example, consider the following situation as a possible, but clearly not inevitable scenario-

Ethiopia puts down the TPLF rebellion and occupies Tigray. Separatist movements move into the underground, as they gain support from the US and NATO as the “international community” condemns Ahmed. Ethiopia, Eritrea, and puts sanctions on them. Ethiopia continues to have sporadic bouts of violence both with Sudan and within its own borders as conditions in the country continue to deteriorate. Some of this is happening/may happen in the near future, such as with the major refugee crisis that has developed already.

A Tigray insurgency akin to IRA begins, and at the same time, the various other inter-country and border ethnic groups, particularly the Oromos and Somalis, start their own rebellions. In response, Ahmed tries to keep control and he cracks down and starts arresting opposition and leadership. IN response, the US/NATO uses it to accuse him of further “human rights abuses: while the media promotes the political line. As predicted, things worsens and the country descends into a brutal civil war between the Tigray, Amhara, Oromo and Somali groups. This naturally is used to justify “humanitarian intervention”, so NATO and friends get involved and raze Ethiopia and Eritrea. Egypt was already involved in the military action because she is the second largest recipient of US aid after Israel (and honestly, an Ethiopian denial of Egyptian water demands would be an attack on the image of US power projection abroad, which the US will never allow to happen), and now the nation is just a shadow of its former self. The Ethiopian dam project is in the dustbin, parts of Ethiopia- possibly some of the above mentioned pseudorepublics -go to Sudan, South Sudan, and Somalia, meanwhile Ethiopia gets the “Gaddhafi treatment” given to Libya back in 2012 as “rebels” take control, and just like in the days of ISIS, the liquidations of common people in horrible ways are back on camera. Meanwhile, countless people have died of famine, the conditions are the worst in all of Africa, and people are begging to leave. The region, which is now a combination between rebel occupied or US/UN/NATO occupied, becomes the worst place on the planet, and then suddenly, people begin to migrate, encouraged by the US/UN/NATO. Where do they go? Sure enough they are being invited by Germany, France, England, and all of the European Union plus the US to migrate. The US does her part too, of course, and the nationalist in Europe and the US begin to become angry again, nationalism rises as people flood in and crime increases…

..And sure enough, it’s 2015 and 2016 all over again, except much larger and more serious. Plus, it just happens to have the added effects of flooding the area with German/Italian/French/American industries involved in the rare earth metals business, as well as other goods needed for war. To that, Russian and Chinese investment in the region, both being well-known and acknowledged as geopolitical threats (especially the Russians, since they have been making inroads into Ethiopia for centuries as a part of their own plans and struggles with Germany) are kicked out again, and left with the options of basically trolling western powers instead of actually having real power to influence the destination of those parts of the world by their own national actions. Russia continues to move further into isolation as does China, except the Russians are more serious because they know what is at stake and continue to play their side carefully in preparations for a coming global war. Meanwhile, the US and NATO militarizes the whole region, continuing already existing trends such as the French re-militarization of their former colony in Djibouti.

This is just one scenario. But it is a very possible scenario. No matter what happens, however, the chance of US intervention into the Horn of Africa region is very high. Remember that back in 1993 the US was there for similar reasons (the Black Hawk Down incident), and in this sense, nothing had really changed, except the natural issues I mentioned before are closer to being realized than in the past.

Likewise, referring to the Nile drying up, remember that wars often do not help human or natural circumstances. In fact, there is a strong chance that even if the US does blow up the Horn of Africa, it will not stop the environmental factors other than to worsen them. In other words, Egypt will still starve- it is just that they will be joined by the sub-Saharan African neighbors.

አብይ ስልጣን ከያዘበት ጊዜ አንስቶ በእውነቱ በትግራይ ላይ የሚደረገውን ጦርነት አንድ በአንድ እየገነባ ነበር። አብይ አህመድ እና የሲአይኤ አሠሪዎቹ ኢትዮጵያን በጂኦፖለቲካ አቅጣጫ እነሱ ባቀዱት መልክ ለመቀየር እና እንደገና ተቆጣጥሮ ለመምራት ባዘጋጁት ዕቅድ ላይ የትግራይ ክልል ብቸኛውን የተቃውሞ መሠረት ይወክላል።

አብይ በትግራይ ላይ ባካሄደው የጠላትነት ዘመቻ፤ የማዕከላዊ መንግስትን የኤሌክትሪክ ፣ የውሃ እና የግንኙነት ማቋረጥ እንዲሁም የፖለቲካ ግድያዎችን መፈጸም ተካትቷል፡፡ ዓላማው ክልሉን እርቃኑን ማስቀረት ነበር።

አስከፊው ምፀት ነገር ቢኖር በትግራይ ስድስት ሚሊዮን ሕዝብ ላይ የተከሰተው ጦርነት እና ሰብአዊ ቀውስ አስቀድሞ ሊገመት የሚችል መሆኑ ነበር። ምክኒያቱም አሜሪካ ከቻይና እና ሩሲያ ጋር ያላትን ከፍተኛ የስልጣን ፉክክር ለማሳደግ አብይ አህመድ ኢትዮጵያን በማተራመስ የአሜሪካን ኢምፔሪያሊስት እቅድ የተከተለ ስለመሰለው ነበር።

አሁን የጆ ባይድን አስተዳደር ውስጥ የሰብአዊ ጣልቃ ገቢዎች አሜሪካ ለመፍጠር ከፍተኛ ሚና የነበራትን ውጥንቅጥ “ለመፍታት” በመግባት ላይ ናቸው። የዩኤስኤአይዲ ተልዕኮ እንደታሰበው ከተስፋፋ የአሜሪካ ወታደራዊ ኃይል በዋሽንግተን ስትራቴጂካዊ ጠቀሜታ ባለው ክልል ውስጥ ታይቶ የማይታወቅ ቦታ በመስጠት በኢትዮጵያ ውስጥ ሊሰማራ ይችላል።

የባይደን አስተዳደር የአዲስ አበባውን የአብይን አገዛዝ ስልጣን ከመጠን በላይ የሚጋልብ ቢመስልም የአሜሪካ ዓላማ በዚህ ወቅት የግድ የአገዛዝ ለውጥን አይፈልግም፡፡ ምንም እንኳን ይህ አሜሪካ በአብይ በኩል በስውር ባደረገችው ማጭበርበር የመጣ ጦርነት ቢሆንም፣ የባይደን አስተዳደር በኢትዮጵያ የእርስ በእርስ ጦርነት ውስጥ እራሱን እንደ አስታራቂ እያስተዋወቀ ነው።

በቅርቡ የትግራይ ሚሊሻዎች በአብይ ሃይሎች እና በኤርትራ አጋሮቻቸው ላይ የበላይነቱን እያገኙ ይመስላል፡፡ የአሜሪካ ጣልቃ-ገብነት የአብይ አገዛዝ በሽንፈት እንዳይወድቅ ለመርዳት በዋሽንግተን ስጋት በከፊል ስላለ ይመስላል።

USAID – with an annual budget of over $27 billion and operating in over 100 countries – is notoriously intertwined with covert operations run by the CIA.

An ominous development underway in Ethiopia’s devastating civil war is the intervention by the United States under the pretext of humanitarian relief.

The U.S.’ international aid agency – USAID – announced last week it has deployed a Disaster Assistance Response Team (DART) in the northern Tiggrai region where millions of people are facing starvation.

A humanitarian crisis has been created in Ethiopia after the central government in Addis Ababa launched a military offensive against the Tiggrai region in November last year. Heavy fighting continues between Tiggrai militia and the Ethiopian National Defense Force. The Ethiopian government forces are being assisted by Eritrean troops which have invaded Tiggrai. There are reports of widespread violations against civilians.

U.S. Secretary of State Antony Blinken warned Ethiopia’s Prime Minister Abiy Ahmed in a phone call on February 27 to open up Tiggrai to humanitarian access and he expressed deep concern over possible war crimes. Washington then promptly deployed the USAID intervention apparently without authorization from the Ethiopian federal government.

The American move came despite a row during a closed meeting at the UN Security Council last week when it is understood that Russia and China objected to U.S. intervention plans in Ethiopia, which they said was over-riding legal processes and issues of national sovereignty.

USAID said its disaster response team is “assessing the situation in Tiggrai, identifying priority needs for the scaling up of relief efforts”. Given the dire humanitarian and security situation in Ethiopia that provision is logically paving the way for a major U.S. military intervention under the guise of the “right to protect” (R2P) presumption which has been unilaterally invoked by Washington in other conflicts.

President Joe Biden has picked Samantha Power as the new head of USAID. The former U.S. ambassador to the United Nations and a former national security advisor to President Barack Obama, Power is a stalwart proponent of R2P foreign interventions. Biden also wants to make Power a member of his national security council.

Secretary of State Antony Blinken is, like Power, another staunch advocate of “humanitarian interventions”. They were senior members of the Obama administration who formulated American military interventions in Libya and Syria. The “humanitarian” remit is rightly seen as a cynical moral cover for what would otherwise be condemned as American military aggression to achieve Washington’s own political objectives, such as regime change.

The damnable thing about Ethiopia’s current crisis is that arguably it was provoked by the United States from its geopolitical ambitions to control the Horn of Africa region and in particular to cut out China and Russia from this strategically important global hub.

Ethiopia’s Abiy Ahmed worked previously as a top military intelligence officer in the Ethiopian army before he became prime minister in early 2018. A long-time bilateral security partnership between the U.S. and Ethiopia made Abiy an ideal CIA asset. He was involved in developing Ethiopia’s telecom spying network in a replication of the National Security Agency in the U.S.. He was also educated at a private American university.

Before Abiy’s rise to political power, Ethiopia had an independent policy on foreign relations, pursing strategic partnership with China for economic development. Ethiopia – the second most populous country in Africa and home to the African Union – was seen as a crucial link in building China’s new silk routes from Asia to Africa.

Oddly, Abiy was awarded the Nobel Peace Prize at the end of 2019 for a supposed rapprochement with Ethiopia’s northern neighbor Eritrea. The two countries fought a bitter border war in 1998-2000. In hindsight, the award was a travesty given how Abiy has invited Eritrean troops into Tiggrai to wage war against the civilian population there, committing horrendous massacres.

But the Nobel prize can be seen as part of Abiy’s image-building by his CIA handlers for their objective of reordering Ethiopia. Tellingly, the Western media during his early months in office gushed with praise about the “young democratic reformer” and “peacemaker”. How foolish and fawning those media look now in light of the mayhem and suffering that Abiy unleashed in Tiggrai over the past four months.

In truth the war was building ever since Abiy took office. Almost from the get-go, there was a campaign of low-intensity aggression directed against the Tiggrai region. (This author was living there.) This was while the Western media were hailing him as a “reformer”. Abiy’s campaign of hostility towards Tiggrai involved the central government cutting electricity, water and communications as well as political assassinations. The purpose was to wear down the region and the people’s support for the Tiggrai People’s Liberation Front which had been the previous dominant governing party before Abiy’s ascent. The Tiggrai region represented a bastion of opposition to the plan by Abiy and his CIA handlers to refashion and reorient Ethiopia geopolitically. The power struggle culminated in the full-blown war launched against Tiggrai on November 4, 2020, under false claims of being a security operation against a “terrorist junta”.

The terrible irony is that the war and humanitarian crisis inflicted on six million people in Tiggrai was predictable because Abiy seems to have been following an American imperial plan to destabilize Ethiopia for boosting its great power rivalry with China and Russia. The Horn of Africa is a geopolitical hotspot: it provides a commanding position for North Africa and Sub-Saharan mineral-rich countries, overlooking the vital shipping lanes of the Red Sea and Indian Ocean, and proximate to the oil-rich Arabian Peninsula. Russia last year opened a naval base in Port Sudan on the Red Sea, while China’s only overseas military base is located in Djibouti adjacent to Ethiopia.

Now humanitarian interventionists in the Biden administration are stepping in to “resolve” a mess that the U.S. was instrumental in creating. If the USAID mission is scaled up, as seems intended, then American military could be deployed in Ethiopia giving Washington an unprecedented foothold in a strategically vital region.

It is notable that while the Biden administration seems to be over-riding the authority of the Abiy regime in Addis Ababa, the American objective does not necessarily seek regime change on this occasion. The Biden administration is promoting itself as a mediator in Ethiopia’s civil war, even though this war would not have come about were it not for America’s covert manipulation of Abiy. Recently, the Tiggrai militia have appeared to be gaining the upper-hand against Abiy’s forces and their Eritrean allies. The American intervention seems prompted in part by concern in Washington to prevent the Abiy regime collapsing in defeat.

ዛሬ፤ እንኳን “ኢትዮጵያውያን አይደለንም” የሚሉት ኦሮሞዎች ቀርተው፤ “ኢትዮጵያዊ ነኝ” የሚለው አማራ እንኳ የትግራይ ሕዝብ መጨፍጨፉን ይሻዋል፣ ይደግፈዋል እንዲቀጥል ይፈቅዳል። አዎ! ፹፭/85% የሚሆነው። እያየነው እኮ ነው፤ አይይ እንደው፤ አማራ ነኝ በሚለው ወገን ውስጥ የአህዛብ ናዚዎች፣ የቱርኮችና የዋቄዮ-አላህ-አቴቴ እርኩስ መንፈስ ገብቶበታል። በጣም ያሳዝናል፤ ቃኤል ማለት እኮ ይህ ነው!

የአረመኔው ግራኝ አብዮት አህመድና ኢሳያስ ዕቅድ እኮ ስድስት ሚሊየን ትግራዋይን በደቡባውያኑ የዋቄዮ-አላህ ልጆች፣ በቃኤላውያኑ አማራዎች እና በአህዛብ ቤን አሚሮች እርዳታ መጨፍጨፍ ነው! ልክ ሂትለር በስድስት ሚሊየን አይሁዶች ላይ እንዳደረገው፤ እነዚህ እንዲያውም ከ ከናዜዎችም ከአይሲስም የከፉ አረመኔዎች ሆነው ነው ያገኘናቸው። ጭፍጨፋው በማይካድራ ነው የጀመረው፤ ፕሮፓጋንዳውንም ከ Joseph Goebbels ነው የኮረጁት! እስኪ ይታየን ዛሬ ጀርመኖች ተነስተው “ውሸት ነው፤ አይሁዶች አልተጨፈጨፉም፣ ዝም በሉ! ተጨፍጭፈዋል አትበሉ” ለማለት ወደ አደባባይ ሲወጡ፤ በጭራሽ የማይታሰብ ነው! እንዲያውም የወንጀሉ ተካፋይ ያልሆነው የዛሬው ጀርመናዊ ትውልድ በመንፈስም፣ በቁሳቁስም እስከ ዛሬ ድረስ እጅግ ከፍተኛ ዋጋ እየከፈለ ነው።

አማራው፣ ቤን አሚሩና ኦሮሞው በትግራይ ሕዝብ ላይ እየፈጸሙት ላለው ከባድ ወንጀል ወይ እንደ ጀርመኖች ንስሐ እየገባ በመጨነቅና በመጠበብ ይኖራል፣ አልያ ደግሞ እንደ ቱርኮች “አርመኖች አልተጨፈጨፉም፤ ውሸት ነው” እያሉ ገሃነም እሳትን ለብዙ ትውልድ በኪሳቸው ይዘዋት እየተቅበዘበዙ ይኖራሉ። ጀርመኖችንም፣ አይሁዶችንም፣ ቱርኮችንም፣ አርመኖችንም ለረጅም ጊዜ በቅርቡ የማውቃቸውና የውስጣቸውንም መንፈሳዊ ይዞታ በሚገባ ደርሽበታለሁ፤ አያድርስ የሚያሰኝ ነው። የኛዎቹን ከዚህ አስከፊ ሁኔታ ባፋጣኝ እንዲርቁ ላስጠነቅቃቸው እወዳለሁ። የንጹሐን ጭፍጨፋ ቀላል ነገር እንዳይመስለን፤ ለብዙ ትውልድ የሚተላለፍ ከፍተኛ መዘዝ የሚኖረው ነው። በዚያኛው ዓለምማ ምን ሊገጥማቸው እንደሚችል ባናወራው ይሻላል።

Ethiopia’s government on Thursday faced mounting pressure to withdraw troops from the northern region of Tigray amid growing reports of war crimes in an embattled area that now faces a humanitarian crisis.

Criticism of the conduct of government troops and their allies from neighboring Eritrea grew after U.S. Secretary of State Antony Blinken asserted Wednesday that “ethnic cleansing” has happened in parts of Tigray.

The challenge in Ethiopia is very significant, and it’s one that we are very focused on, particularly the situation in Tigray, where we are seeing very credible reports of human rights abuses and atrocities that are ongoing,” Blinken told the foreign affairs committee of the U.S. House of Representatives.

Although Ethiopian Prime Minister Abiy Ahmed expressed concerns about the actions of the fugitive leaders of Tigray, Blinken said, “the situation in Tigray today is unacceptable and has to change, and that means a few things. It means making sure that we are getting into the region, into Tigray. Aid workers and others … to make sure that the people are cared for, provided for and protected.”

Eritrean troops as well as fighters from Amhara, an Ethiopian region bordering Tigray, “need to come out,” he said, adding that the region needs “a force that will not abuse the human rights of the people of Tigray or commit acts of ethnic cleansing, which we’ve seen in western Tigray. That has to stop.”

There was no immediate comment from Ethiopian authorities.

But the fugitive leaders of Tigray seized on Blinken’s comments, issuing a statement on Thursday condemning what they called “the genocidal campaign” targeting their people.

Thousands of civilians have been massacred, hundreds of thousands forcibly displaced from their homes, civilian installations and Infrastructures systemically destroyed,” said the statement posted on Twitter by Getachew Reda, one of the fugitive leaders of Tigray. “Despite shamelessly protesting its innocence and profusely promising to allow access to humanitarian agencies and international investigation into allegations, Abiy Ahmed’s regime and its partners in crime have only stepped up their war crimes and crimes against humanity in recent weeks and days.”

A senior Ethiopian diplomat on Wednesday quit his post in Washington over concerns about the reported atrocities in Tigray. Berhane Kidanemariam, who served as the deputy chief of mission at the Ethiopian embassy in Washington, slammed Abiy as a reckless leader who is dividing his country.

Accounts of atrocities by Ethiopian and allied forces against residents of Tigray have been detailed in reports by The Associated Press and by Amnesty International. Ethiopia’s federal government and regional officials in Tigray both maintain that each other’s governments are illegitimate after the pandemic disrupted elections.

The conflict began in November, when Abiy sent government troops into Tigray after an attack there on federal military facilities. No one knows how many thousands of civilians have been killed in the conflict.

Humanitarian officials have warned that a growing number of people might be starving to death in Tigray. The fighting erupted on the brink of harvest in the largely agricultural region and sent an untold number of people fleeing their homes. Witnesses have described widespread looting by Eritrean soldiers as well as the burning of crops.

Blinken Speaks With Ethiopian Leader About Human Rights Concerns in Tigray

Secretary of State Antony Blinken on Tuesday spoke with Ethiopia’s prime minister to express concerns over escalating violence and human rights violations in the country’s Tigray region and offer U.S. assistance to help resolve the conflict.

Blinken urged Prime Minister Abiy Ahmed “to take immediate, concrete steps to protect civilians, including refugees, and to prevent further violence,” State Department spokesperson Ned Price said in a statement. “Secretary Blinken also asked that the Government of Ethiopia work with the international community to facilitate independent, international, and credible investigations into reported human rights abuses and violations and to hold those responsible accountable.”

The secretary also reiterated calls for the immediate withdrawal from Tigray of Eritrean forces and forces from the region of Amhara in northwest Ethiopia, according to Price.

Ethiopia’s foreign ministry did not immediately respond to a request for comment.

Earlier this week, Ethiopia criticized Blinken for seeking a withdrawal of outside forces from Tigray.

“It should be clear that such matters are the sole responsibility of the Ethiopian government,” Ethiopia’s foreign ministry said in a statement issued Sunday, according to The Associated Press. The statement added that no foreign country should try to “dictate a sovereign nation’s internal affairs.”

Ethiopian federal forces in recent weeks have routed Tigray opposition figures from the region that in November sought to put its own leaders in regional government positions, against the wishes of the central government in the capital Addis Ababa.

Abiy, who was awarded the Nobel Peace Prize in 2019 for reaching a peace agreement with neighboring Eritrea after 16 years of war, has come under international scrutiny for his government’s actions in Tigray.

The United Nations recently said that the humanitarian situation in Tigray is critical amid intensified fighting, with nearly 100,000 displaced and 1.3 million people in need of aid because of the conflict.

The conflict has drawn international concern over the fate of vulnerable civilians and refugees, as well as condemnation over reported atrocities.

Last week, Amnesty International and The Associated Press published new findings that Eritrean forces, allied with the Ethiopian army, instituted a brutal massacre in the Tigray city of Axum in late November, considered one of the holiest cities in Ethiopian Orthodox Christianity.

Amnesty International said in the report that “many hundreds” were killed in the city by the Eritrean army that engaged in widespread looting and extrajudicial killings, “deliberately and wantonly” shooting at civilians during the worst of the violence.

The AP estimated that between 300 and 800 people were likely killed, and that bodies lay in the streets for days as Eritrean forces barred residents from collecting their loved ones.

Linda Thomas-Greenfield, the new U.S. ambassador to the United Nations, said the U.S. would raise the issue of alleviating humanitarian concerns in Ethiopia this month under its leadership of the U.N. Security Council.

Rep. Michael McCaul (R-Texas), the ranking member of the House Foreign Affairs Committee, also responded to the massacre reports calling for “decisive action” by the Biden administration to hold those accountable for any atrocities committed.

“The horrors detailed in the reports coming out of the Tigray region are incredibly concerning and I am looking into them further,” he said in a statement last week.

“For far too long, the government of Ethiopia and other armed actors have blocked access by journalists and independent monitors to investigate these chilling accounts. I urge the Biden Administration to take decisive action to hold those accountable for any atrocities committed.”
